Two years into the UCP government’s mandate, Premier Smith is highlighting the successes of her government and providing new direction and commitments to her Ministers for the second half of the mandate, leading up to the October 2027 provincial election.Ministerial mandate letters are important reference points for the priorities of government, and outline key deliverables for each minister and their department.Only four mandate letters were released today, with additional mandate letters expected to roll out before the beginning of the fall sitting of the legislature and Throne Speech, scheduled for October 23, 2025.

Ministerial Mandate Letters
With Premier Danielle Smith’s UCP government passing the second anniversary of the UCP’s 2023 election victory earlier this year, the Premier is highlighting the accomplishments of her government and outlining key new deliverables for her Cabinet Ministers over the back half of their mandate, leading into the October 2027 election.
Today’s release of only four ministerial mandate letters follows an approach taken after the 2023 election, where the UCP released the letters in small batches instead of all at once to spread out media coverage and public interest, and provide more attention to individual ministerial mandates.
Ministerial mandate letters remain a crucial reference point for the government’s priorities. Ministers know the deliverables outlined in these letters will be used as a benchmark for the Premier and the public to assess their performance, as well as the progress of the government. Deliverables outlined in these letters tend to receive enduring attention from Ministers and, by extension, the departments and agencies that report to them.

Minister Andrew Boitchenko – Tourism and Sport
- Continuing development and implementation of Alberta’s All-Season Resort Strategy by expanding opportunities for sustainable tourism in Alberta’s Rockies with a special focus on the Kananaskis, Crowsnest Pass, David Thompson, and Grande Cache regions.
- Working collaboratively with Treasury Board and Finance to ensure that visitors to Alberta pay a fair amount of tax and fees to ensure Alberta can grow its tourism industry and related infrastructure in a sustainable fashion.
- Continue to work with Travel Alberta to ensure continued strong growth of tourism in Alberta.
- Ensure the full implementation of the Fairness and Safety in Sport Act using all available legal and constitutional means necessary.
- Complete a provincial bidding policy and legislation (if necessary) to ensure future international and national gaming bids using substantial provincial taxpayer dollars are subject to transparent public disclosure requirements and cost/benefit analysis and include mandatory referenda for affected communities when appropriate.
Minister Tanya Fir – Arts, Culture, and Status of Women
- Continue working with the Minister of Jobs, Economy, Trade and Immigration to grow Alberta’s cultural industries including in music, television, film and other performing arts.
- Continue to promote and celebrate Alberta’s unique cultural identity and heritage, including identifying opportunities to more prominently display our provincial flag and motto across the province while significantly growing the size and scope of Alberta Day celebrations.
- Continue working with First Nations throughout the province that wish to repatriate items identified as belonging to their nations, including the implementation of the new repatriation framework which your ministry has been working on over the past couple of years.
- In cooperation with the Minister of Children and Family Services, continue to develop and implement supports for victims of domestic violence.
Minister Todd Loewen – Forestry and Parks
- Complete the government’s new Recreation and Conservation Strategy to expand public access to natural spaces in an environmentally responsible manner.
- In addition to existing wildfire response agreements, work to secure an agreement with the federal government to improve wildfire mitigation across all federal lands, with a particular focus on a joint forest fire prevention management and response strategy for Banff, Jasper and Waterton National Parks.
- Advance wildfire mitigation and risk reduction in Alberta through proactive and strategic forest harvesting, public education, and expanded firesmart and fireguard programs.
- Leverage emerging technologies to improve fuel management and wildfire risk assessments coupled with cutting edge investments in equipment and manpower for firefighting.
- Complete the government plan to use active forestry management techniques to maintain the health and biodiversity of Alberta’s forests and provide nature-based solutions for carbon sequestration.
- Continue implementation of the government’s 2023 commitment to build more than 900 new campsites by 2033 including over 300 of those new sites by 2027.
- Continue the expansion of trails, campsites, and other public land use opportunities by Alberta entrepreneurs and other organizations, including improving infrastructure and services offered in Kananaskis, Canmore, Waiparous Creek, Crowsnest Pass, and other high-traffic recreational areas.
- Continue investment in trail upgrades for Kananaskis Country, including a plan to improve and upgrade Highway 742 along with its parking, facilities and trail infrastructure.
- In cooperation with the Minister of Jobs, Economy, Trade and Immigration, develop a proposal for a value-added tax incentive program for value-added forestry products similar to the Agri-food tax credit for the Government’s consideration.
- Continue to ensure all ministry practices related to fish and game management maintain healthy populations using a common sense approach based on ecological knowledge and science.
Minister Joseph Schow – Jobs, Economy, Trade and Immigration
- Under the Premier’s direction, use all legal means to secure more provincial control over international immigration to Alberta for the purpose of achieving a more sustainable level of immigration with a focus on economic migrants able to contribute to the growth of our economy. Our provincial immigration levels and policies should always ensure that Canadian citizens have first access to job opportunities, and that young Canadians are not losing out on employment opportunities to temporary foreign workers.
- In collaboration with other government ministries and Alberta investment attraction partners, continue Alberta’s remarkable success as a highly competitive destination for job-creating international and domestic investments.
- Under the Premier’s direction, continue advancing and defending Alberta’s interests with the federal government in negotiations, implementation, and management of international trade agreements.
- Continue to promote Alberta’s trade interests on the global stage and support Alberta businesses to diversify into new international markets through programs, services, and international trade missions.
- Work with each ministry across government to implement commitments made under the Alberta Jobs Strategy so that Albertans can access career opportunities available in the skilled trades and across each economic and social sector.
- This will include your ministry taking action to:

- Address youth unemployment through a youth hiring incentive supporting their entry into the job market and helping them develop job ready skills;
- Strengthen employer participation and input into workforce development through the co-development of a talent pipeline model that can implemented in Alberta;
-Invest in responsive short-term training that is responsive to labour market needs and which builds on job creation investments; and, - Support increased productivity and competitiveness through workforce measures including implementation of the new Canada Alberta Productivity Grant.

- In coordination with Executive Council, provide multi-faceted analysis of all tax incentives and other industry incentive programs offered by the provincial government to assess their performance in attracting investment and provide a cost-benefit analysis that includes both direct and indirect rates of return and associated timeframes. Once this work is complete, make recommendations about which programs to maintain, enhance, amend or end.
- As the lead, work with Executive Council and relevant departments, industry and key economic development partners, to maximize investment by the Government of Canada and the private sector in defence-related infrastructure and the defence industry in Alberta.
- In consultation with the Associate Minister of Multiculturalism, increase access and enhance funding opportunities for mentoring, labour attachment and other related labour market integration programs for immigrants and newcomers.
- With the Associate Minister of Multiculturalism as lead, complete the review of models from other jurisdictions and pass legislation to permit Alberta’s cultural community members the flexibility to more easily observe major holidays without placing undue hardship or expense on Alberta businesses.
- In coordination with Executive Council, work with relevant ministries to review the mandate and operations of all provincial investment attraction programs and agencies with an eye to improving their performance and better aligning their operations with Alberta’s economic goals.Given its extremely high return on investment for Alberta taxpayers and the economy, work with Treasury Board and Finance to increase the annual amount allocated to the Investment and Growth Fund to $50 Million annually for the remainder of our government’s term.
- Continue working with the Minister of Arts, Culture and Status of Women, who is the lead, to grow Alberta’s cultural industries including in music, television, film and other performing arts.
- In cooperation with the Minister of Forestry and Parks, who is the lead, develop a proposal for a value-added tax incentive program for value-added forestry products similar to the Agri-food tax credit for the Government’s consideration.
- Continue to work with the Minister of Transportation and Economic Corridors and other ministries to remove barriers to the growth and development of Alberta’s airports and facilitate increased connectivity between Alberta’s regional and international airports while aggressively expanding the number of direct flights to and from international destinations from our international airports.
In collaboration with Intergovernmental and International Relations, who is lead, Treasury Board and Finance and other relevant ministries, review Alberta’s approach to investment and growth. -
